This standard is meant to provide a means of establishing standard communications protocol for scales interfacing with computers and computing peripherals. The standard contains the basic requirements for basic scale products to communicate weight and status information to a smart host device. Two levels, 1 and 2, are included to provide for the most basic of weight indicators and for those with more features. Included is a Implementation tester software package and documentation for validating the interface.

The standard provides tables for service life based on a design fatigue life developed by the American Institute of Steel Construction (AISC) and the American Association of State Highway and Transportation Officials (AASHTO).
